Clarinet SS7: Support of BICC-protocol

The Clarinet Run-time package (version 10.4) includes the decoding of SS7/BICC messages over the ANSI and ITU versions and capabilities to simulate SS7/BICC.

Monitoring BICC: specification of the stack 

A template of filter has been added in the SS7 application accessible through the 'New' wizard.
The filter supports capabilities of selecting the BICC events among the flow of SS7 events.

Specification of emulator parameters
The ISUP Emulator layer includes
an additional option to specify the BICC initialization.
