Octet 2. Selection of options for the following fields:
Coding standard, Flag and IE action indicator fields.
Mandatory octet. The octet is part of the IE content with the selected
options from the choice lists. The validation is locked on.
Optional octet. The octet is part of the IE content with the selected
options only if the validation is on.
IA5 characters. Digits are coded in IA5 characters.
