IP profile editor: Outgoing RAS messages

RAS message i. Access to H323 Encoder for editing and encoding the content of the current message type, which can be generated by the emulator during H323 simulation (for example to the Gatekeeper ...), for a global purpose, independently of outgoing/incoming calls.
